KILL CORRUPTION BUT FIRST KILL GODFATHERISM.........Yakubu Dogara
The speaker of the House of Representative, Yakubu Dogara, on Monday said godfatherism should be tackled once corruption has been dealt with. Mr. Dogara said this via his twitter handle,“After corruption, the next thing to kill is godfatherism, in fact its (sic) corruption in another form. So let’s kill both.” he tweeted.
We must have a sound mentoring program for raising leaders as against godfatherism., Mr. Dogara said godfathers rest on the insecurity of those they claimed to have helped to power. Why do certain godfathers’ securities rest on the insecurity of those they claimed to have helped to power! ”he said.Why do godfathers always want to have followers who do not and must not have sense of self-worth? Why should the success or rising profile of a godson turn into the godfathers insecurity? Why? he said. Are godfathers true leaders?. True leaders raise Leaders while godfathers busy themselves in raising sycophants. Mr. Dogara said, “I share the pains of a generation that is outwardly free but with lots of fetters on the inside firmly anchored on godfathers. Deeply worried that the most difficult chains to break are the ones inside of us and unless we break these man made chains our generation is doomed and by extension our dear country, because it takes truly free men and women to build a nation.
Thank God for the social media but how many of us can stand to what we hold dear especially when our godfathers say no where is the place of character in our leadership recruitment process? Why are we no longer convicts of our convictions? why do we abandon our convictions at the caprices of a godfather without demonstrable evidence that we are wrong?,
Mr. Dogara said said corruption can not be killed as long as godfathers still hold on to godsons that hold public offices with godfathers always breathing on the necks of their godsons who hold public offices,we can’t kill corruption.

President Buhari Reveals What He Plans To Do To NNPC
The Nigerian president, Muhammadu Buhari, has finally revealed what he will do to the Nigerian National Petroleum Corporation (NNPC), the national oil company considered to be an underground pit of corruption.
In an interview granted by the president in Washington DC during his 2-day visit to the US, Buhari made it known that his administration plans to split the NNPC into two in a bid to reform the oil sector. He said rather than breaking the NNPC into four companies, it would be divided into two – regulator and investment vehicle. Read excerpts from the interview made available to The Punch below:
Boko Haram has killed over 400 people in the first half of July alone, and managed to further expand its reach beyond its core areas. You were elected on a promise to destroy the insurgency, what’s gone wrong?
Boko Haram is on the run. We are beginning to turn the tide against Boko Haram. Yes, we have seen a recent increase in civilian deaths, but that is because Boko Haram members are now desperately changing tactics to avoid confronting a renewed and more effective military effort. Instead, they are now targeting civilians. It is a sign of their weakness, not their strength. Defeating Boko Haram will not happen overnight – it needs a combined military and social answer that will defeat and address the underlying social issues that are driving it. I am putting these measures into place step by step. First, I have moved the centre of military operations from Abuja to the heart of the insurgency in Maiduguri, the capital of Borno State, so that the military leaders are on the ground to lead the effort at the frontline. Secondly, I have revamped the nation’s military leadership with a new team that has the skills, experience and commitment to defeat the terrorists on the ground. Thirdly, I am working to improve the professionalism and accountability of the armed forces, including clamping down on the misappropriation of funds that has led to serious lack of resources and equipment in the battle against Boko Haram. Lastly, I am seeking to work with Nigeria’s partners, both our neighbours in the region and internationally such as the United States to develop a package of measures to tackle the entrenched marginalisation in North Eastern Nigeria and the surrounding areas in neighbouring states – where poverty levels are over 75 per cent. We need a marshal programme for the Sahel region to be able to prevent further radicalisation and insecurity in the long-term. The shocking truth is that Nigeria’s cupboard is bare. Despite receiving $400bn in oil revenue in the last 40 years, Nigeria’s treasury is almost empty. Partly, that is because of falling oil prices; it is also because money has been stolen – shipped out of the country by corrupt officials into foreign bank accounts. Some of that money is here in the United States. One of the things America can do is help recover those stolen funds so that we can reinvest them in Nigeria to combat the poverty that is driving insecurity.
It’s been over a year since the Chibok girls were kidnapped and there has been no real progress made in recovering them, what measures are you taking to bring the girls home?
The kidnap of the Chibok girls is a stain on our national honour and my government will leave no stone unturned in our efforts to rescue them. However, I will not lie to the Nigerian people. After the time that has passed, it is increasingly difficult to know whether we will be able to find all of them as they are likely to have been split up and married off or hidden deep in the forest or countryside. Nonetheless, my government will not give up. We will do everything in our power to bring back our girls.
You have said that the solution to the Boko Haram insurgency will not just be a military one; does that indicate that you are prepared to negotiate with the group?
Yes, we are prepared to talk to the more moderate elements of Boko Haram. We are prepared to address the legitimate concerns over unemployment, poverty and marginalisation that have driven the insurgency. We are even prepared to consider some form of amnesty, similar to what is in place in the Niger Delta, for the rank and file who lay down their arms and commit to the peaceful reintegration into society. However, there can be no forgiveness for the barbaric leadership that has pursued a deliberate policy of diabolical war crimes and terror against the innocent civilian population of Nigeria.
Last week, you replaced the service chiefs and the chief security adviser over the failure to defeat Boko Haram. However, there is some concern that you have replaced many of them with your own supporters from the North. Are you using the pretext of Boko Haram to politicise the leadership of the Nigerian armed forces?
I am the Commander-in-Chief. It is my job to ensure that the best and most qualified leaders are in charge of the armed forces, so that we can keep the Nigerian people safe. We will only defeat the military threat of Boko Haram if we have the right leadership team in place leading from the frontline. Having the right military leadership in place, who know and understand the local terrain, together with the counter-insurgency team in the North, is vital to winning the military battle. These new officers have been selected strictly on merit, on the basis of their record and skills. Other than the new Chief of Army Staff, of whom I have prior experience, I have no prior relations with the other heads before I appointed them – it was their track record that recommended them.
Turning south to the Niger Delta, the amnesty for former combatants which has helped to keep the peace in the Niger Delta is due to end in December this year. What measures do you propose to replace it?
The amnesty still plays an important part in ending the insurgency in the Niger Delta and I am committed to continuing it as long as it is necessary to do so. However, it is not a long-term answer to the problems there. Just as in the North, the Niger Delta requires long-term investment in both economic and social infrastructure – from roads and railways, to schools, hospitals and housing. That is what people want, a fair share of the resources that their region is producing.
But you have already said that Nigeria’s cupboard is bare – how can you afford such programmes?
Nigeria is not a poor country: we have the natural resources and ingenuity to be an economic superpower. It is our people who have been made to be poor because of incompetence and corruption. If we can recover the stolen money, attract private sector investments, and tackle corruption, then we will be able to provide the economic growth and development; that is the long-term answer to insecurity.
An NGO, Global Financial Integrity, recently calculated that $150bn was illegally shipped out of Nigeria over the last decade, what measures do you intend to adopt to clamp down on the industrial scale corruption that has bedevilled Nigeria and held back its economic growth and social development?
Corruption is one of the top three issues facing Nigeria, along with insecurity and unemployment. We must act to kill corruption or corruption will kill Nigeria. I am determined to lead that fight. My government is already taking several steps to cut out the cancer of corruption that has been eating away the state for so long. First, we are reorganising the existing plethora of anti-corruption bodies into a single powerful agency that will have the focus, power and budget to clamp down on corruption at the federal and state level. Secondly, I have already acted to remove political control over awarding of contracts from ministers who use them to get favours and kickbacks. Thirdly, I will introduce a new system of plea bargains, that will allow those who have stolen assets and funds to return them – but if they do not take that opportunity, we will pursue them through the courts. Fourthly, I am reforming the oil and gas sector, breaking up the NNPC (the state oil company) into two parts – the first will become an independent regulator for the sector, while the second will act as an investment vehicle for the country. I will also end political control of the awarding of drilling and exploration rights by introducing a system of independent, transparent auctioning for licences. Lastly, we shall be asking foreign countries, including authorities here in the United States, to work with us to return stolen funds that are now sitting in private accounts in their banks and rightfully belong to the people of Nigeria.
But you have also said that you will “draw a line” under past corruption – doesn’t that mean that some of the worst offenders will now go scot-free?
We will vigorously pursue any and all anti-corruption cases and investigations that are currently ongoing, but the government has to be realistic; we are not going to mount a new wave of prosecutions over historic cases. So, yes it is inevitable we will indeed draw a line under some historic abuses, but there will be zero tolerance for corruption going forward.
Does that apply to everyone; will you take action if it is found that your supporters, leading members of the APC have been involved in corruption? You cannot cure a sick patient by only treating one half of them. There will be no political interference in the fight against corruption – and no political favours to protect the corrupt from justice.
There is some concern that despite spending 14 years trying to become president, you did not exactly hit the ground running and that you will not now be appointing members of the cabinet until September. Why is it taking you so long to get started and put your team in place?
We cannot clean up 16 years of mess in a few months of frantic activity. I know that people are impatient for change, but it is far more important to take your time and take the right steps and appoint the right people than to run around pretending to be doing something, yet achieve nothing. First, I will make sure that the right rules and management structures are in place to ensure good government. Only then will I appoint credible ministers, with the track record of delivery and probity in good time. After all, President Obama did not complete the appointment of his first cabinet until five months after he was elected and America did not cease functioning in the meantime.

Forty years ago, Nigeria was a net exporter of food; today we are an importer. We should not only be self-sufficient, we should be the bread basket for Africa. We have only become over-dependent on oil because of the incompetence and corruption of government that concentrated on how best to steal oil revenues instead of how best to use our oil windfalls to invest in a modern, growing economy. However, we cannot be content to just export raw materials and commodities abroad: we must become a manufacturing giant. I will not be satisfied until the label “Made in Nigeria” is as common globally, as the label “Made in China.” My government has a clear plan to diversify and rejuvenate Nigeria’s economy. We are shifting our economic focus to expanding and modernising our agricultural and mining sectors by attracting new private investment – moving away from the overdependence on oil. We will use our oil revenues to upgrade our decaying infrastructure – boost electricity generation and build new road and rail networks while upgrading our ports. We will also focus on improving education and skills training so that we can take advantage of the growing global trend for new sources of labour and tackle the crisis of youth unemployment and create a new value-added manufacturing sector. We are reforming the out-of-date and bureaucratic land laws, giving title deeds to millions of ordinary farmers, so that they will finally be able to use their land to raise capital to invest in modern agricultural equipment and transform production throughout the country. The global fall in oil prices has hit Nigeria hard, with the Federal Government losing up to half of its revenues in the past year. How is this affecting your reform plans? Nigeria cannot spend what it doesn’t have. However, given the previous levels of waste and corruption, if we spend what we have more wisely and effectively, we can achieve a great deal more. I'm Just making common sense
It will shock Nigerians to know that more people have died as a result of Fulani/indigene clashes in the last half a decade than have died from terrorist activity occasioned by the Boko Haram terrorist sect. As horrific as individual Boko Haram activities are, they pale in comparison to the barbarous slaughter of over 500 men, women, and children in a single night of terror at Dogo na Hauwa village of Plateau State of 2010.
Terrorist activities occasioned by the Boko Haram terrorist group have been largely localised in Nigeria’s North-east save for some sporadic attacks in other parts of the North and the Federal Capital Territory.
However, Fulani/indigene clashes have occurred in every state of Nigeria bar none! Needless lives have been lost all over Nigeria in these clashes and this will continue in perpetuity if as a nation we do not take steps to change the conditions that give rise to these clashes.
Just as with the Romany Gypsies of Europe, it is very easy to blame this itinerant group of cattle herders, buying such an exercise would in my opinion be an exercise in futility. I share the same view as movie producer, J. Michael Straczynski, who famously said: “People spend too much time finding other people to blame, too much energy finding excuses for not being what they are capable of being, and not enough energy putting themselves on the line, growing out of the past, and getting on with their lives.” Nigeria must grow out of her past and that cannot happen until Nigerians stop pointing in blame and starting pointing to solutions.
Even before there was a nation called Nigeria, the Fulani had been passing through several nations en route markets all over West Africa. Year in and year out, they followed established grazing routes and as long as their cattle had grass and vegetation to feed on, they coexisted in peace with communities along their grazing routes. But as West Africa became increasingly urbanised, it was and is a matter of time before increase in population put pressure on local communities to use the ancient Fulani grazing routes for farmland or residential purposes.
It is the competition for the scarce commodity of land that has brought about friction between the Fulani’s and the indigenous people along these reserves. So what do we do? What is the solution? Obviously we cannot do nothing and watch as people continue to die all over Nigeria.
We must do something and I propose that Nigeria should take the following series of steps.
We should restore the ancient grazing routes of Fulani pastoralists. Both the Federal Ministry of Agriculture and the Federal Ministry of Lands should work with the apex Fulani pastoral association, the Miyetti Allah Cattle Breeders Association, to revive these routes and where there have been farms or houses built on these routes, alternative routes must be found.
Next, the Federal Ministry of Agriculture should give a deadline of no less than 10 years to the Miyetti Allah Cattle Breeders Association to convert from pastoral cattle rearing to the modern business of cattle ranching in which cattle are reserved, reared and bred at a central location suitable for such purposes.
Measurable timelines should be agreed with the Miyetti Allah Cattle Breeders Association for progress towards this objective and penalties for failure to progress towards these timelines must be clearly spelt out.
Next, the Federal Ministries of Finance and Defence must collaborate through their agencies to monitor and ensure proper taxation of the informal cattle rearing economy and also to ensure that the government can trace the whereabouts of individual Fulani clans. This can be done easily by identifying the cattle rearers entry point into Nigeria and stationing mobile border posts there with armed officials of the Nigerian Customs Service Department of Animal Control.
Upon entry into Nigeria, every cattle must be shot with a homing device which will enable Customs officials and the ministry of defence track each cattle as they enter Nigeria and to pin point their location anywhere within our borders. These devices are cheap and practical.
There is a huge informal economy that is not taxed by the various governments in Nigeria. Tagging these cattle as they enter Nigerian soil will not just have positive security implications, it will also affect the economy positively as the federal government will have accurate numbers of the total cattle on the hoof that enters Nigeria and how much to charge as duty on each cattle.

Nigeria has too many intellectuals who know how to analyse problems and give angles to them. But we do not have enough minds working on solutions. We will make more progress if our public intellectualism is geared towards solving than the analysis of challenges. Nations make more progress when their leaders are more concerned with accepting responsibility than with apportioning blame.
This is the mindset to solving the Fulani/indigene and all other similar and related incidences of insecurity. We should be looking for solutions and those in authority should reward such intellectual efforts by adopting them. It should be clear to the discerning that terrorism, Fulani/indigene clashes, ethnic and religious strife and corruption are not really the problem of Nigeria. They are merely the symptoms of our problems. The main problem Nigeria has is that we have moved from a nation of about 50 million people in 1960 when we got independence from Britain, to a nation of close to 200 million people today.
While our population has quadrupled, opportunities have not quadrupled and in some cases they have reduced rather than increased. So the problem is that we have more people competing for fewer resources and when you have this scenario, civil strife is inevitable.
Factor in the dwindling revenue from oil, which is what fuelled our unprecedented population growth, and the situation is even more dire. The job of a leader in this type of situation is not to point a finger and say you are to blame and you are not to blame. No!
The job of a leader is to surround himself with people who know the root cause of problems and can come up with creative solutions to them because as Albert Einstein said: “No problem can be solved from the same level of consciousness that created it”. If we have a roadmap for the future where cattle can be ranched in Nigeria by the Fulani and any other group that want to go into this form of business, Nigeria can become an exporter of beef thus turning a problem (Fulani/Indigene clash) into an opportunity. Some might read this and think this is far fetched, but they would be wrong.
About 10 years ago, a certain Fulani man named Abubakar Bukola Saraki introduced modern cattle ranching to Shonga in Kwara State when he, as Governor of Kwara State, invited the White Zimbabwean farmers that had lost their lands in Robert Mugabe’s land redistribution programme to Nigeria. Saraki’s government assisted the White Zimbabweans with financing, land and other necessary resources needed to resettle them in Nigeria. These farmers have successfully and profitably ranched cattle at Shonga and are contributing significantly to the economy of Kwara State and Nigeria without clashing with local farmers and other indigenes.
As a matter of fact, rather than clashes with the indigenes, they are employing the local farmers and indigenes and Shonga has become an epitome of peaceful coexistence in Nigeria. If one Fulani man in the person of Saraki can do this, then other Fulani can do it as well. There is money in cattle ranching. Make no mistake about it.
Take Argentina for example, 3 per cent of all exports out of Argentina is beef which provides an annual revenue of $5 billion to the Argentine government. Argentina provides 7.4 per cent of the world’s beef exports and this is a market that has not been exhausted. There is room for growth in the global market for beef exports and Nigeria can key in to this by harnessing the resources of the Fulani through modern cattle ranches that will provide the domestic market with inexpensive beef and improve Nigeria’s balance of trade position by exporting beef and cattle to other nations
Terrorist activities occasioned by the Boko Haram terrorist group have been largely localised in Nigeria’s North-east save for some sporadic attacks in other parts of the North and the Federal Capital Territory.
However, Fulani/indigene clashes have occurred in every state of Nigeria bar none! Needless lives have been lost all over Nigeria in these clashes and this will continue in perpetuity if as a nation we do not take steps to change the conditions that give rise to these clashes.
Just as with the Romany Gypsies of Europe, it is very easy to blame this itinerant group of cattle herders, buying such an exercise would in my opinion be an exercise in futility. I share the same view as movie producer, J. Michael Straczynski, who famously said: “People spend too much time finding other people to blame, too much energy finding excuses for not being what they are capable of being, and not enough energy putting themselves on the line, growing out of the past, and getting on with their lives.” Nigeria must grow out of her past and that cannot happen until Nigerians stop pointing in blame and starting pointing to solutions.
Even before there was a nation called Nigeria, the Fulani had been passing through several nations en route markets all over West Africa. Year in and year out, they followed established grazing routes and as long as their cattle had grass and vegetation to feed on, they coexisted in peace with communities along their grazing routes. But as West Africa became increasingly urbanised, it was and is a matter of time before increase in population put pressure on local communities to use the ancient Fulani grazing routes for farmland or residential purposes.
It is the competition for the scarce commodity of land that has brought about friction between the Fulani’s and the indigenous people along these reserves. So what do we do? What is the solution? Obviously we cannot do nothing and watch as people continue to die all over Nigeria.
We must do something and I propose that Nigeria should take the following series of steps.
We should restore the ancient grazing routes of Fulani pastoralists. Both the Federal Ministry of Agriculture and the Federal Ministry of Lands should work with the apex Fulani pastoral association, the Miyetti Allah Cattle Breeders Association, to revive these routes and where there have been farms or houses built on these routes, alternative routes must be found.
Next, the Federal Ministry of Agriculture should give a deadline of no less than 10 years to the Miyetti Allah Cattle Breeders Association to convert from pastoral cattle rearing to the modern business of cattle ranching in which cattle are reserved, reared and bred at a central location suitable for such purposes.
Measurable timelines should be agreed with the Miyetti Allah Cattle Breeders Association for progress towards this objective and penalties for failure to progress towards these timelines must be clearly spelt out.
Next, the Federal Ministries of Finance and Defence must collaborate through their agencies to monitor and ensure proper taxation of the informal cattle rearing economy and also to ensure that the government can trace the whereabouts of individual Fulani clans. This can be done easily by identifying the cattle rearers entry point into Nigeria and stationing mobile border posts there with armed officials of the Nigerian Customs Service Department of Animal Control.
Upon entry into Nigeria, every cattle must be shot with a homing device which will enable Customs officials and the ministry of defence track each cattle as they enter Nigeria and to pin point their location anywhere within our borders. These devices are cheap and practical.
There is a huge informal economy that is not taxed by the various governments in Nigeria. Tagging these cattle as they enter Nigerian soil will not just have positive security implications, it will also affect the economy positively as the federal government will have accurate numbers of the total cattle on the hoof that enters Nigeria and how much to charge as duty on each cattle.

Law firm refutes newspaper report on PHCN liquidation
One of the Law firm that bidded for the award of Contract to offer Legal Advisory services to the Bureau of Public Enterprise (BPA) on the winding up of PHCN Plc, J-K Gadzama & Partners LLP, has refuted publication on a Newspaper which alleged that the contract did not follow due process.
In a statement signed by Chief Joe-Kyari Gadzama, he stated that sometime in June 2012, J-K Gadzama& Partners LLP, along with other Law Firms, bidded for the award of the contract to offer Legal Advisory Services to the BPE on the winding up of PHCN Plc. “Shortly after the transparent bidding process, J-K Gadzama & Partners LLP was shortlisted as the preferred bidder.
“And contrary to the said publications, the Federal Government of Nigeria, through the National Council on Privatisation (NCP), exercising its statutory powers at its 3rd meeting of 2013 held on May 9, 2013, approved the appointment of our Firm as consultants, for the provision of Legal Advisory Services for the winding up of PHCN Plc, in conformity with due process of the law”, the firm stated.
The statement also stated that the Attorney General of the Federation, whom the newspaper mentioned in their stories as kicking against the contract, was a member of the Council and was present at the meeting where the Contract was awarded, adding that Bureau of Public Procurement (BPP) issued certificate of ‘No Objection’ dated February 26, 2013 to the BPE for the award of the Contract.
