Gas Supply


Vice president of the Dangote Group and president of the Gas to Health Initiative (GTHI), Sani Dangote, yesterday, in Abuja flagged off a nationwide pilot scheme that seeks to encourage Nigerians from all walks of life to embrace the use of Liquefied Petroleum Gas (LP Gas).
The Gas to Health Initiative is aimed at protecting the health of Nigerians, as well as the preservation of the environment from deforestation.
Dangote who also launched a new book written by the Secretary of GTHI Mrs Betty Ugona, said the book addresses the key issues of acceptability of LP Gas, focusing on four cardinal elements: Efficiency, benefits, sensitization and the empowerment of core users of LP Gas.
Dangote bought 200 copies of the book titled: “Who Cooks it feels the Brunt.”
“The book strikes on the root causes of low LP Gas usage and offers practical steps to achieving improved usage of LP Gas,” he said.with an overabundance of resources and population of over 165million, Nigeria still ranks amongst the lowest in LP Gas consumption in ECOWAS member countries, with a per capita consumption of about 1.8kg, railing countries like Senegal at 8.46kg, Cote D’Ivoire at 9.3kg and Ghana at 10kg per capital.
 Dangote regretted that despite being rated as the leading producer of LP Gas in Africa with annual production of about 3.2 Million MT and 12th in Global ranking, the country still ranks abysmally low in terms of consumption of LP Gas and its application to other relevant domestic, industrial and social purposes.
According to him, about 56 per cent of energy needed for cooking within Nigeria is supplied by fuel wood (firewood) particularly in the rural areas, adding that the cumulative effect of this trend is the negative impact on citizen health, the environment, and economy as a whole.

Power Failure.


Former minister of power, Prof. Barth Nnaji, yesterday attributed poor power supply across the country to poor enforcement of discipline by regulatory agencies.
Nnaji, who oversaw the deregulation of the nation’s power sector and the unbundling of the Power Holding Company of Nigeria, told the Senate ad-hoc Committee on Power when he appeared before it yesterday that about half of the power being generated by the various generating companies does not get to the consumers as a result of poor transmission.
He noted that only 5, 500 out of the 12, 000 megawatts installed capacity was getting to the consumers and that the gas being delivered for power generation was a fraction of the installed capacity which would not affect the quantity meant for export through the Liquefied Natural Gas.

Resource Control In Nigeria And The Niger Delta Region



 THE ISSUES IN NIGERIA RESOURCE CONTROL IN THE NIGER DELTA

ABSTRACT                                                                                                                                      In every society, economic development is an important part of social living, especially the specific economic activities of government in ensuring the development of that society. But then integrated effort towards this development will be incomplete where cognizance of the existing resources and ways of tapping as well as equitably allocating the resources is undermined. For some time now, this has reflected in the Niger Delta region of Nigeria and the inequitable allocation of the resources especially to the areas of their derivation has led to the constraints in developmental efforts and consequently deterioration in the lives of the rural dwellers. The effects of this have been marginalization and unsavory reactions from the affected communities and these have led to national insecurity. This paper examines these issues in the context of resource control, causes of agitation for control of resources by the Niger Delta dwellers, the contending trend of uneasiness in the nation and actions that can be taken by the government to ensure grassroots development in the area, thus pulling an end to the insecurity of lives and property in that region, and the nation as a whole.

INTRODUCTION                                                                                                                  Arising from various concerns, agitations, claims and counter claims, quest for equal representations especially by the Niger Delta states at the national interest to ensure grassroots development, the case for resource control generated a burning debate in Nigeria. Better explained, the revenue allocation formula in Nigeria is at the edge of precipice: It is now a hydra that has generated a controversy, which is symptomatic of turning the tides of fiscal and political policies in Nigeria that had hitherto been singled out as the precursor for instability and underdevelopment. The continuous concern has been that the Niger Delta region, which is believed to generate the bulk of the nation's income, has been relegated to the background.
Grassroots development in the Niger Delta, to enhance favorable competing relationship between the rural and urban sectors of the economy has also been of no concern to successive administrations. The situation has far reaching and threatening national implications. Instability in employment and high income insecurity among the young school leavers without the remedial effects of social protection has a negative impact on the economy and impedes development. The gross social inequality that this situation promotes has no complementary effect on the social equality profile of the country. The situation also threatens the very existence of society through its negative impact on the family. There is increasing level of poverty and inadequate basic amenities in the Niger Delta. It is rightly so because this concept straddles the ethnic, the macro-economic and the political existence of the region and does address the key question of whether Nigerians should be citizens or subjects and slaves in their own country. The general assessment is that the Niger Delta has experienced stunted growth for the greater part of the period since independence in I960. The first half of the 1980s was particularly bad, characterized by negative growth rates that reflected the worldwide economic recession. The Nigerian economic crisis that became manifested in the 1980s (following the oil boom era of the 1970s) has been particularly severe resulting ill massive dislocations: from external disequilibrium to high levels of domestic macro-economic imbalances. This reflects in inflation, low capacity utilization, lack of capital, high unemployment, shortage of capacity inflow, and a general debase of the grassroots. Furthermore, the debate surrounding the issue of resource control shows that it appeals’ to the heart of the Nigerian polity. But the misconception of resource control is that most agitators for resource control only refer to the petroleum oil and not other resources that are prevalent in other parts of the nation outside the Niger Delta.

RESOURCE CONTROL: WHAT DOES IT MEAN?                                                          While making effort to assess what had been the trend of this national uneasiness, it becomes important to consider the meaning of resource control. Like other contending issues, several scholars have related varying opinions to its meaning. The practice of true federalism and natural law in which the federating units express their rights to primarily control the natural resources within their borders and make agreed contribution towards the maintenance of common services of the government at the center". The success should be seen in its effects on the individuals. This fact is buttressed by the view  of Chief Obafemi Awolowo who said "the benefits of resource control should accrue to the individuals and not to the state, following the principles finally expatiated upon the Adam Smith in The Wealth of Nations in 1776". Resource control has also been seen both as economic and political tool. As economic tool, resource control is seen to be "ground in the fact that land, labour, capital and entrepreneurship are factors of production. The price of labour is wage, capital attracts interest, and entrepreneurship is driven by profit while land attracts rent and other royalties. Rent is thus a return for the use of the original and indestructible properties of the soil. From the above, it therefore means that resource control should be effectively implemented; there must be evolved a system in which individuals and their communities are rightly entrenched in the ownership of assets and resources that are taken from their land. In another view, the governor of Edo State, Lucky Igbenidion (Tell, April 9, 2001) asserted,  "Resource control is not all about crude oil. It covers all natural resources-solid minerals, cash crops, and everything". Thus individuals have the right welfare. It is therefore not out of place for the Niger Delta citizens to agitate for participation and benefit in the proceeds of their natural resources. Resource control, at other instances has been seen as political, rather than economic tool, regarding the issue of revenue allocation and derivation. From the inception, the use of sharing formula for the nation's resources had been formulated to serve the interest of whoever is at the top. The British administered the country initially mainly from the proceeds from oil palm trade derived largely from the Eastern region. Derivation was not given any prominence. But when groundnut and tin from the North and cocoa and rubber from the West became major earners of revenue, derivation was catapulted into major criteria for the allocation, thus understanding the linkage between regional control of the  political process and the dominant criteria to revenue allocation at any given time. While still showing concern, it would also be necessary to establish the meaning of grassroots development. This is a process of economic and political transformation of the rural areas, which leads to the improvement in the standard of living of the people in the area of income, education, housing, health and other related social needs, decreasing inequality in the distribution of income, urban-rural imbalances, employment and economic and political opportunities. These are the reasons for the Niger Delta States

RESOURCE CONTROL: CONCEPTUALIZES                                                                      A significant difficulty when engaging the ‘resource control’ discourse from the purview of the Niger Delta is its conceptual ambiguity. There are three broad notions of resource control that may be distilled from numerous definitions proffered since the Ijaw Youth Council’s (IYC) Kaiama Declaration that expressly employed the phrase in connection with oil resources and the Niger Delta for the first time. These include ‘absolute’ and ‘principal’ resource control as well as increased derivation.                                 
 [1] Proponents of ‘absolute resource control’ take the stance proffered by the Kaiama Declaration that ‘[E]very region should control its resources 100 per cent.                                                                [2] Advocates of ‘principal resource control’ define resource control as the Niger Delta region having ‘a direct and decisive role in the exploration for, the exploitation and disposal of, including sales of the harvested resources’.                                                                                                              
 [3] Resource control is also defined in terms of the right to control or manage the revenue accruing from oil and other natural resources in line with the tenets of true federalism.                                          [4] The introduction of ‘true federalism’ to the resource control debate contributes to misunderstanding the resource control debate. The governors of the southern states in Nigeria also refer to this notion of ‘true federalism’ in the discourse of resource control.                                       [5] However, they do so to promote their agenda that states ought to control their resources and contribute (usually a smaller percentage of such revenues) to the federal coffers. In some way, they have elevated the notion of resource control to be synonymous with ‘true’ federalism. It is argued that while resource control is not synonymous with federalism, a ‘true federalism’ is a Utopian notion. Federalism as a system of governance emphasizes both vertical power sharing across different levels of governance and, at the same time, the integration of different territorial and socioeconomic units, cultural and ethnic groups in on single polity.                                                                                       [6] The Constitution that allocates powers among the strata of government is a legal document whose provisions are determined pragmatically based on peculiar societal political and socioeconomic experiences. What the advocates of resource control appear to describe when they speak of ‘true federalism’ is a ‘fiscal federalism’ wherein the federating units own and manage their resources and revenues but make a contribution to the central government to fund federal responsibilities.                  [7] However, it should be noted though that fiscal federalism might also be an arrangement whereby the central government generates most of the revenues and shares such revenues with other strata of government.                                                                                                                                              [8]A fourth category of resource control – the ‘local’ variant – ought to be recognized in addition to the three broad conceptions highlighted. ‘Local resource control’ simply refers to availing the inhabitants of the Niger Delta region the opportunities to enjoy access to the environmental resources and benefits of their ancestral land. The relevance and importance of this fourth conception is borne out of the failures of the political class and militants alike to make any palpable positive changes to the lives of the ordinary Niger Delta citizens they claim to represent. While the political class have exhibited gross irresponsibility in the management of accruing oil revenues to state coffers, the militants enjoy the ‘rewards’ of their struggle with monthly stipends from the government as well as vocational and educational training opportunities to the exclusion of these ordinary citizens. In other words, the ordinary citizens on whose behalf political and militant agitation has taken place are practically worse off.

RESOURCE CONTROL: PURSUING LEGAL REALITIES                                     It is acknowledged that the drivers for the agitation for resource control are wide-ranging. However, as is the case in modern societies, law is a tool of social engineering that determines the relations between the state and its citizens. Indeed, successive governments, colonial and otherwise, have used the law to effectively wrest control of land, including natural resources from the inhabitants of the Niger Delta. For instance, while the Constitution maintains unequivocally that oil resources belong to the State, the Land Use Act that generally vests ownership of land in the state permits land to be appropriated for any oil-related activities subject to the payment of miserly compensation. These culminate in the Niger Delta people becoming antagonistic and prone to conflict at the slightest misunderstanding. Based on this reasoning, it is posited the law, particularly the Constitution that regulates the relationship between the federating units and the federal government as well as the legal framework regulating Nigeria’s oil industry, is the fundamental cause of resource control-oriented restiveness in the region. In essence, irrespective of which of the four broad classes of resource control is being advocated, amendment to the extant legal framework is necessary. The extent of review is however dependent on the variant of resource control being advocated with all but the ‘local’ variant requiring constitutional amendment. Amending the Constitution is a convoluted process that the Niger Delta states are unlikely to achieve due to their minority status in national politics. The region’s experience at the National Political Reforms Conference (NPRC) in 2005 where they failed to garner the support required to obtain the conference’s approval to propose an increase the derivation percentage of oil revenues allocated to the region is a recent reminder of the difficult, if not impossible, task the region faces in the agitation for resource control. Realizing this fundamental weakness, it is suggested that the Niger Delta region makes a tactical withdrawal from relentlessly engaging the political rhetoric of resource control since it lacks the political muscle to instigate the requisite legal changes. Instead, achieving elements of ‘local’ resource control should be recognized and prioritized. These elements are not only relatively achievable (since what is required is the amendment of extant subsidiary legislation) but also have direct positive impacts on the ordinary citizens’ lives. The laws referred to in this regards include those that implicate land use, oil operations, oil-related compensation, access to information, participation in decision-making and access to justice in environmental matters. The amendment of these laws will avail local communities the opportunity to participate in decision-making process concerning their land and natural resources while providing access to legal avenues to resolve matters of dispute thereby reducing recourse to militancy. While legislators from the Niger Delta states may sponsor bills to amend the relevant laws, the States ought to explore partnership opportunities with specialist organizations and NGOs to assist in achieving ‘local’ resource control. There are also international organizations that may contribute to the achievement of ‘local resource control’ such as the United Nations Environmental Programme and the newly created United Nations Indigenous Peoples Partnership (UNIPP). The former’s report ‘Environmental Assessment in Ogoni land’ commissioned by the Nigerian government has certainly raised the profile of the bad environmental situation in Ogoni land, both locally and internationally, in recent times. The UNIPP created in May 2011 on the other hand has as its primary mandate the assistance of indigenous peoples to fully participate in governance and policy processes at the local and national levels, including conflict prevention in regard to ancestral land and use of natural resources, in essence ‘local resource control’. Of course, State governments maintain the primary responsibility to promote the human development of their citizens. Evidently, a major factor that hampers human development in the region is hindered access to environmental resources caused by the activities of the oil industry. In essence, citizens should be empowered by their states to protect and enforce their environmental rights including provision of legal aid to access administrative and judicial processes to seek remedies in the event of land appropriation, oil-related environmental pollution, among st other oil-related issues that have negative impacts on them. Indeed, access to environmental resources not only provide the economic basis of the region’s population but also determines their socio-cultural existence. While the hindered access to environmental justice has generally contributed to the violent agitation for resource control in the Niger Delta, providing access to ordinary citizens enables them to use legal processes to assert their right to ‘resource control’.

REASONS FOR AGITATION FOR RESOURCE CONTROL                                    The issue of resource control, to be or not be is firmly rooted and better understood from the concept of federalism, as well as on the federal basis of the Nigerian State. An essential feature of federal as opposed to con federal states is the "division of political power between the federating (states) and central (federal) government with each tier of government having the final say in respect of matters assigned to it by the constitution. The, frustration in the Niger Delta region comes from the fact that in  the days before the oil, the nation relied on cocoa, groundnuts, palm oil and other economic crops to run the economy. This reliance is based on the allocation formula derived by the colonial authorities before and immediately after independence. This formula gave about 50% of the income from resources to the regions from where they were derived and the country did very well. With the discovery of oil in huge quantities, nobody cared about the resources anymore, especially since exploitation of oil is more reliable economically. There was rush to drill oil to stuff the coffers of the government not minding the effects of pollution caused by the oil spills on farm lands and the waters made non-conducive for marine life. Other long-term investments in other minerals and agricultural resources become less attractive.  "The result of those irresponsible policies is the devastation of the fishing waters and farmlands in the  oil producing areas of the country with mass poverty and hopelessness as the real gains of the people"It is important to note that over 80% of the Nation's wealth, individually and collectively, is derived from oil and as Ikhariaje rightly observes, none of the excessively affluent individuals who follow the order  of "winner takes it all" is from the oil producing areas, so the regions that have produced the top  rulers take all the oil wealth while the owners watch helplessly at their detriment and risk of leaving  nothing left for posterity. The period since independence and particularly during the era of the military rule has witnessed the increasing federal supremacy and authority over the states. The essence of federal system, comprising of the autonomy of the national government on one hand and the state government on the other hand. However, Nigeria's effort at federalism from its original conceptualization and design evidently rests on the concept of administrative decentralization, for territorial decentralization is implicit rather than functional, with no reduction of central control. For instance the revenue sharing formula, which allocated (apart from the federal governments share), 25 percent to state, 20 percent to local government councils. 13 percent to derivation and 1 percent to the Federal Capital Territory (FCT) still placed as much as 41 percent under the control of the center. This is central-distinct to the ideals of federalism. The key question is: who owns the natural resources in a federating unit? The answer is posited by Natufe (2005) that before the intrusion of the military in Nigerian politics on January 15, 1996, derivation was based on 50%. The military regime of Lt. Col. Yakubu Gowon later decreed and placed the natural resources under the exclusive jurisdiction of his government. This usurpation was subsequently inherited by succeeding military regimes (1966-1979, 1983-1999) and the federal governments of Shehu Shagari 1979-1983; and Olusegun Obasanjo. 1999 to present has refused to relinquish. This has been the cause of the current political instability vis-a-vis Niger Delta States (Ntufe, 2005). From the concept of Equity, Justice and Fair play, this is unfair to the Delta resource owners, and is a gross abuse of the power by the majority in denying the minority its rights over control of its own resources, the same rights that the majority accorded themselves in January 1966 Nigeria, on the basis of true federalism (Natufe, 2005). This use of majority power by the central government and supported by the Northern and South-Western majority governments, to ignore the agitations of the Delta owners for fair allocation, has caused serious frustration and made instability inevitable in these areas and Nigeria at large. We cannot however, adequately discuss the issue of revenue allocation in Nigeria without taking a recourse into the 1999 Federal Constitution, section 162 (1) which says:1.That  "the federation shall maintain special account to be called" "the federation account"" into which shall be paid all revenues collected by the Government of the federation".(2)that: not less than 13% of revenue accruing to the federation account be paid directly, from any natural resources to the states .The  formula will take into account the principles of population, equality of states, internal revenue  generation, landmass and terrain. The issue of derivation is added as a provision to the sub section as  follows: "Shall he formula as being not less than 3 percent of the revenue accruing to the federation account direct from am natural resources"'. This constitution has however not specified the nature of the natural resources, thus giving way for fraudulent application. Darah (2001) makes the presentation that the fraudulent implications of these principles are also manifest in the failure of the constitution to specify what natural resources are and that could be the reason why the derivation principle applies only in revenue from mineral resources, primarily oil and gas. Yet cattle grazing grounds, ports hydro-electric systems, clams, fisheries, timber and other forest bio-diversity produce are as natural as minerals. On March 31, 2000, the meeting of the South-South zone governors and 48 National Assembly members from this zone in Asaba resulted in grievances some of which included "the attempt by the federal government to introduce a dichotomy between on-shore and off-shore oil and gas deposits. This dichotomy first came into the Nigerian statute books through the Executive Economic.

SOLUTION TO THE NIGER DELTA PROBLEM AND GRASSROOTS DEVELOPMENT                                                                                                                                The people of the South-South see the case of the region as a matter of equity, justice  and fairness and anyone who holds a contrary opinion does not appreciate the enormity of the problems in the Niger Delta region and the importance of  justice  in  any  human  setting. According to the governor of Rivers State. Peter Odilli, (2005) the adjustment from 13% to 17% though considered as adequate by the  North, he is grossly unhappy with the arrangement especially from point of injustice, thus a suitable relationship cannot be built, lie therefore said "a permanent solution to the nagging problem would be realized in Nigeria when leaders have the courage to deal with it. The issue calls for political will, a sense of justice and fear of God and God's design". The governors of the South-South states share this position. As long as any attempt to the solution ignores the' welfare of the people, it is bound to fail. Various studies on problems of peace building and conflict prevention, especially in less developed economies have most times ignored the contributions of ethnic conflicts and violence resulting from asymmetries; in the distribution of access to job, food and social security. "it is a socio-economic truism that the more people are empowered to employ and feed themselves, the more they are fulfilled in life  and at peace with themselves and their neighbors. The Nigerian government should empower individuals, especially in the Niger-Delta region to account to at least 80% of the Nigerian Gross Domestic Product (GDP) and thereby make the US dollar irrelevant and more attractive. This was expressed by Uwatt (2003) in an alternative way by saying that "by empowering the federal, state and  local  governments as  well  as  communities,  resources  control  will  eliminate  the unhealthy fiscal competition among them. Other solutions should include:                                               
 1.Role of Oil Companies: The solution that could yield faster relief is for the central government to include in their agreement with the oil exploring companies the fact that most of the developmental programmes such as schools,  hospitals,  roads,  electricity,  and  employment  of  the  indigene  in  the  companies are implemented. The activities of the oil companies in this region and their neglect to clean-up after themselves, which have fallen below internationally accepted standard, has contributed in no little measure to the dilapidation of the area, damaging the aquatic and marine life of the communities, that had sustained them for decades. The oil companies should be compelled to clean up the oil spills to make the land fit for cultivation.                                                                                2. Provision of free health services: The continuous pollution and flaring of gas emanating from the oil exploration has rendered the environment hazardous to health. So the residents of these areas, with pollution related diseases should be treated at no cost to them.                                                         
 3. Borehole water: The mortality rate in this area has increased due to poor and contaminated sources of drinking water. Borehole water should be provided for the people.                                                     4. Provision of roads and means of transportation: Most of the Niger Delta regions are inaccessible by road and some of the areas have never seen a car. The government cannot claim not to know that these areas should be given bridges linking them with the outside world. It is surprising that in this present era, some areas of these regions are still only accessible by boat. Bridges, roads and other means of transportation should be provided for the residents of these areas.                                             5. Scholarship: One might be deceived by the fact that the oil companies award scholarships to "Nigerians". The relative number of Niger Delta beneficiaries is highly insignificant. The scholarship awards to the indigene of the Niger-Delta region should be increased and not linked to the awards to other parts of the country. In fact, not less than 80% of Niger Delta youths should benefit from the federal government or oil companies' scholarship schemes. The solution to the problems, if to be enumerated would be endless.


CONCLUSION                                                                                                                               Briefly, we have attempted to clarify conceptual issues related to defining resource control, a term that represents the agitation of the impoverished, politically and socially excluded and environmentally devastated Niger Delta region to control its environmental resources and enjoy its benefits. This article identified the categories ‘absolute’ resource control, ‘principal’ resource control and increased derivation as the three established broad conceptions of resource control. It argued that the conceptualization of resource control be broadened to include a ‘local’ variant that should aim at ensuring that ordinary citizens have access to their environmental resources and enjoy the benefits thereof. This article also examined the legal realities of achieving the variants of resource control and revealed that ‘local resource control’ is the most practicable at this time in the country’s history. In conclusion, it is suggested that resource control in the Niger Delta be reconceptualised to recognize and give priority to the ‘local’ variant of resource control for the benefit of ordinary citizens while providing the basis to promote peaceful resolution of ‘resource control’ issues.                           For decades now, resource control has received much attention in Nigeria, that one would be tempted to conclude that Nigerians are just a set of people who like cheap money, greedy and lazy. This is so because resource control is only likened to petroleum oil that yields easy dollars, at the detriment of other resources, which could be equally as economically viable. From the agitations, both by government and those who do not even have a drop of oil and from history of derivation in Nigeria in the era of the regional governments in Nigeria, it is obvious that when the oil dries up in the Niger Delta, and other resources become more viable, the region will be forgotten, being a region of the minorities. It is therefore necessary that whatever should be obtained be obtained now or never. In this paper, it has been revealed that the resource control option, if not properly implemented by granting the 25% derivation agitated for by the region could minimize conflict in the region and increase stability and security of life and property. There is no doubt that it has become imperative for government to go back to the drawing board and reconsider issues. For the issue of resource control agitation borders on true federalism, as the present formula for revenue allocation has become necessary, as every federating unit should be able to effectively control the resources, which it produces, for over-centralization of resources is precarious, resulting in cut-throat rivalry, social tension and political instability. Resource control is the heart of ethnics, of macro-economic and of politics. It is all about lanting every Nigerian firmly, from the womb to the tomb, at the beginning, at the center and at the end of every aspect as Nigeria's public policy. It is indeed, all about social inclusion and giving every Nigeria his rightful place due to at all times. Resource control is all about taking us Nigerians back to our equalitarian and communitarian roots. It is simply the bottom-to-top marked development of Nigeria". Unless this issue is properly and justly resolved, the Niger Delta and subsequently Nigeria at large will continue to be at war.

KILL CORRUPTION BUT FIRST KILL GODFATHERISM.........Yakubu Dogara

  

The speaker of the House of Representative, Yakubu Dogara, on Monday said godfatherism should be tackled once corruption has been dealt with. Mr. Dogara said this via his twitter handle,“After corruption, the next thing to kill is godfatherism, in fact its (sic) corruption in another form. So let’s kill both.” he tweeted.
  We must have a sound mentoring program for raising leaders as against godfatherism., Mr. Dogara said godfathers rest on the insecurity of those they claimed to have helped to power. Why do certain godfathers’ securities rest on the insecurity of those they claimed to have helped to power! ”he said.Why do godfathers always want to have followers who do not and must not have sense of self-worth? Why should the success or rising profile of a godson turn into the godfathers insecurity? Why? he said. Are godfathers true leaders?.   True leaders raise Leaders while godfathers busy themselves in raising sycophants. Mr. Dogara said, “I share the pains of a generation that is outwardly free but with lots of fetters on the inside firmly anchored on godfathers. Deeply worried that the most difficult chains to break are the ones inside of us and unless we break these man made chains our generation is doomed and by extension our dear country, because it takes truly free men and women to build a nation.
  Thank God for the social media but how many of us can stand to what we hold dear especially when our godfathers say no where is the place of character in our leadership recruitment process? Why are we no longer convicts of our convictions? why do we abandon our convictions at the caprices of a godfather without demonstrable evidence that we are wrong?,
  Mr. Dogara said said corruption can not be killed as long as godfathers still hold on to godsons that hold public offices with godfathers always breathing on the necks of their godsons who hold public offices,we can’t kill corruption.

President Buhari Reveals What He Plans To Do To NNPC

  The Nigerian president, Muhammadu Buhari, has finally revealed what he will do to the Nigerian National Petroleum Corporation (NNPC), the national oil company considered to be an underground pit of corruption.
In an interview granted by the president in Washington DC during his 2-day visit to the US, Buhari made it known that his administration plans to split the NNPC into two in a bid to reform the oil sector. He said rather than breaking the NNPC into four companies, it would be divided into two – regulator and investment vehicle. Read excerpts from the interview made available to The Punch below:
Boko Haram has killed over 400 people in the first half of July alone, and managed to further expand its reach beyond its core areas. You were elected on a promise to destroy the insurgency, what’s gone wrong?
Boko Haram is on the run. We are beginning to turn the tide against Boko Haram. Yes, we have seen a recent increase in civilian deaths, but that is because Boko Haram members are now desperately changing tactics to avoid confronting a renewed and more effective military effort. Instead, they are now targeting civilians. It is a sign of their weakness, not their strength. Defeating Boko Haram will not happen overnight – it needs a combined military and social answer that will defeat and address the underlying social issues that are driving it. I am putting these measures into place step by step. First, I have moved the centre of military operations from Abuja to the heart of the insurgency in Maiduguri, the capital of Borno State, so that the military leaders are on the ground to lead the effort at the frontline. Secondly, I have revamped the nation’s military leadership with a new team that has the skills, experience and commitment to defeat the terrorists on the ground. Thirdly, I am working to improve the professionalism and accountability of the armed forces, including clamping down on the misappropriation of funds that has led to serious lack of resources and equipment in the battle against Boko Haram. Lastly, I am seeking to work with Nigeria’s partners, both our neighbours in the region and internationally such as the United States to develop a package of measures to tackle the entrenched marginalisation in North Eastern Nigeria and the surrounding areas in neighbouring states – where poverty levels are over 75 per cent. We need a marshal programme for the Sahel region to be able to prevent further radicalisation and insecurity in the long-term. The shocking truth is that Nigeria’s cupboard is bare. Despite receiving $400bn in oil revenue in the last 40 years, Nigeria’s treasury is almost empty. Partly, that is because of falling oil prices; it is also because money has been stolen – shipped out of the country by corrupt officials into foreign bank accounts. Some of that money is here in the United States. One of the things America can do is help recover those stolen funds so that we can reinvest them in Nigeria to combat the poverty that is driving insecurity.
It’s been over a year since the Chibok girls were kidnapped and there has been no real progress made in recovering them, what measures are you taking to bring the girls home?
The kidnap of the Chibok girls is a stain on our national honour and my government will leave no stone unturned in our efforts to rescue them. However, I will not lie to the Nigerian people. After the time that has passed, it is increasingly difficult to know whether we will be able to find all of them as they are likely to have been split up and married off or hidden deep in the forest or countryside. Nonetheless, my government will not give up. We will do everything in our power to bring back our girls.
You have said that the solution to the Boko Haram insurgency will not just be a military one; does that indicate that you are prepared to negotiate with the group?
Yes, we are prepared to talk to the more moderate elements of Boko Haram. We are prepared to address the legitimate concerns over unemployment, poverty and marginalisation that have driven the insurgency. We are even prepared to consider some form of amnesty, similar to what is in place in the Niger Delta, for the rank and file who lay down their arms and commit to the peaceful reintegration into society. However, there can be no forgiveness for the barbaric leadership that has pursued a deliberate policy of diabolical war crimes and terror against the innocent civilian population of Nigeria.
Last week, you replaced the service chiefs and the chief security adviser over the failure to defeat Boko Haram. However, there is some concern that you have replaced many of them with your own supporters from the North. Are you using the pretext of Boko Haram to politicise the leadership of the Nigerian armed forces?
I am the Commander-in-Chief. It is my job to ensure that the best and most qualified leaders are in charge of the armed forces, so that we can keep the Nigerian people safe. We will only defeat the military threat of Boko Haram if we have the right leadership team in place leading from the frontline. Having the right military leadership in place, who know and understand the local terrain, together with the counter-insurgency team in the North, is vital to winning the military battle. These new officers have been selected strictly on merit, on the basis of their record and skills. Other than the new Chief of Army Staff, of whom I have prior experience, I have no prior relations with the other heads before I appointed them – it was their track record that recommended them.
Turning south to the Niger Delta, the amnesty for former combatants which has helped to keep the peace in the Niger Delta is due to end in December this year. What measures do you propose to replace it?
The amnesty still plays an important part in ending the insurgency in the Niger Delta and I am committed to continuing it as long as it is necessary to do so. However, it is not a long-term answer to the problems there. Just as in the North, the Niger Delta requires long-term investment in both economic and social infrastructure – from roads and railways, to schools, hospitals and housing. That is what people want, a fair share of the resources that their region is producing.
But you have already said that Nigeria’s cupboard is bare – how can you afford such programmes?
Nigeria is not a poor country: we have the natural resources and ingenuity to be an economic superpower. It is our people who have been made to be poor because of incompetence and corruption. If we can recover the stolen money, attract private sector investments, and tackle corruption, then we will be able to provide the economic growth and development; that is the long-term answer to insecurity.
An NGO, Global Financial Integrity, recently calculated that $150bn was illegally shipped out of Nigeria over the last decade, what measures do you intend to adopt to clamp down on the industrial scale corruption that has bedevilled Nigeria and held back its economic growth and social development?
Corruption is one of the top three issues facing Nigeria, along with insecurity and unemployment. We must act to kill corruption or corruption will kill Nigeria. I am determined to lead that fight. My government is already taking several steps to cut out the cancer of corruption that has been eating away the state for so long. First, we are reorganising the existing plethora of anti-corruption bodies into a single powerful agency that will have the focus, power and budget to clamp down on corruption at the federal and state level. Secondly, I have already acted to remove political control over awarding of contracts from ministers who use them to get favours and kickbacks. Thirdly, I will introduce a new system of plea bargains, that will allow those who have stolen assets and funds to return them – but if they do not take that opportunity, we will pursue them through the courts. Fourthly, I am reforming the oil and gas sector, breaking up the NNPC (the state oil company) into two parts – the first will become an independent regulator for the sector, while the second will act as an investment vehicle for the country. I will also end political control of the awarding of drilling and exploration rights by introducing a system of independent, transparent auctioning for licences. Lastly, we shall be asking foreign countries, including authorities here in the United States, to work with us to return stolen funds that are now sitting in private accounts in their banks and rightfully belong to the people of Nigeria.
But you have also said that you will “draw a line” under past corruption – doesn’t that mean that some of the worst offenders will now go scot-free?
We will vigorously pursue any and all anti-corruption cases and investigations that are currently ongoing, but the government has to be realistic; we are not going to mount a new wave of prosecutions over historic cases. So, yes it is inevitable we will indeed draw a line under some historic abuses, but there will be zero tolerance for corruption going forward.
Does that apply to everyone; will you take action if it is found that your supporters, leading members of the APC have been involved in corruption? You cannot cure a sick patient by only treating one half of them. There will be no political interference in the fight against corruption – and no political favours to protect the corrupt from justice.
There is some concern that despite spending 14 years trying to become president, you did not exactly hit the ground running and that you will not now be appointing members of the cabinet until September. Why is it taking you so long to get started and put your team in place?
We cannot clean up 16 years of mess in a few months of frantic activity. I know that people are impatient for change, but it is far more important to take your time and take the right steps and appoint the right people than to run around pretending to be doing something, yet achieve nothing. First, I will make sure that the right rules and management structures are in place to ensure good government. Only then will I appoint credible ministers, with the track record of delivery and probity in good time. After all, President Obama did not complete the appointment of his first cabinet until five months after he was elected and America did not cease functioning in the meantime.
Nigeria’s economy is heavily over-dependent on the oil and gas sector, accounting for over 80 per cent of GDP and 90 per cent of government revenues. What measures are you putting in place to diversify the economy?
Nigeria is blessed with a rich array of natural resources, not just oil and gas, but abundant solid minerals and huge tracts of arable land. Forty years ago, Nigeria was a net exporter of food; today we are an importer. We should not only be self-sufficient, we should be the bread basket for Africa. We have only become over-dependent on oil because of the incompetence and corruption of government that concentrated on how best to steal oil revenues instead of how best to use our oil windfalls to invest in a modern, growing economy. However, we cannot be content to just export raw materials and commodities abroad: we must become a manufacturing giant. I will not be satisfied until the label “Made in Nigeria” is as common globally, as the label “Made in China.” My government has a clear plan to diversify and rejuvenate Nigeria’s economy. We are shifting our economic focus to expanding and modernising our agricultural and mining sectors by attracting new private investment – moving away from the overdependence on oil. We will use our oil revenues to upgrade our decaying infrastructure – boost electricity generation and build new road and rail networks while upgrading our ports. We will also focus on improving education and skills training so that we can take advantage of the growing global trend for new sources of labour and tackle the crisis of youth unemployment and create a new value-added manufacturing sector. We are reforming the out-of-date and bureaucratic land laws, giving title deeds to millions of ordinary farmers, so that they will finally be able to use their land to raise capital to invest in modern agricultural equipment and transform production throughout the country. The global fall in oil prices has hit Nigeria hard, with the Federal Government losing up to half of its revenues in the past year. How is this affecting your reform plans? Nigeria cannot spend what it doesn’t have. However, given the previous levels of waste and corruption, if we spend what we have more wisely and effectively, we can achieve a great deal more. One step I have already taken is to pay the salaries of civil servants, some of whom had not been paid for over 10 months. In the long-term, we must sort out Nigeria’s chaotic finances – we have to diversify government income – both by increasing the size of the non-oil economy and by expanding the tax base, so that the wealthy pay their fair share of taxes. However, we must also sort out spending – we cannot have a situation where half the government’s expenditure goes on the salaries of just two per cent of the population. That said though, we must first pay people the salaries that they have earned.
What about the fall in the Naira, how will you prevent another run on the currency further depleting Nigeria’s reserves?
Nigeria has to win the confidence of the markets; we will only do that by demonstrating our commitment to probity and prudent public spending.

I'm Just making common sense

   It will shock Nigerians to know that more people have died as a result of Fulani/indigene clashes in the last half a decade than have died from terrorist activity occasioned by the Boko Haram terrorist sect. As horrific as individual Boko Haram activities are, they pale in comparison to the barbarous slaughter of over 500 men, women, and children in a single night of terror at Dogo na Hauwa village of Plateau State of 2010.

Terrorist activities occasioned by the Boko Haram terrorist group have been largely localised in Nigeria’s North-east save for some sporadic attacks in other parts of the North and the Federal Capital Territory.

However, Fulani/indigene clashes have occurred in every state of Nigeria bar none! Needless lives have been lost all over Nigeria in these clashes and this will continue in perpetuity if as a nation we do not take steps to change the conditions that give rise to these clashes.

Just as with the Romany Gypsies of Europe, it is very easy to blame this itinerant group of cattle herders, buying such an exercise would in my opinion be an exercise in futility. I share the same view as movie producer, J. Michael Straczynski, who famously said: “People spend too much time finding other people to blame, too much energy finding excuses for not being what they are capable of being, and not enough energy putting themselves on the line, growing out of the past, and getting on with their lives.” Nigeria must grow out of her past and that cannot happen until Nigerians stop pointing in blame and starting pointing to solutions.

Even before there was a nation called Nigeria, the Fulani had been passing through several nations en route markets all over West Africa. Year in and year out, they followed established grazing routes and as long as their cattle had grass and vegetation to feed on, they coexisted in peace with communities along their grazing routes. But as West Africa became increasingly urbanised, it was and is a matter of time before increase in population put pressure on local communities to use the ancient Fulani grazing routes for farmland or residential purposes.

It is the competition for the scarce commodity of land that has brought about friction between the Fulani’s and the indigenous people along these reserves. So what do we do? What is the solution? Obviously we cannot do nothing and watch as people continue to die all over Nigeria.

We must do something and I propose that Nigeria should take the following series of steps.

We should restore the ancient grazing routes of Fulani pastoralists. Both the Federal Ministry of Agriculture and the Federal Ministry of Lands should work with the apex Fulani pastoral association, the Miyetti Allah Cattle Breeders Association, to revive these routes and where there have been farms or houses built on these routes, alternative routes must be found.

Next, the Federal Ministry of Agriculture should give a deadline of no less than 10 years to the Miyetti Allah Cattle Breeders Association to convert from pastoral cattle rearing to the modern business of cattle ranching in which cattle are reserved, reared and bred at a central location suitable for such purposes.

Measurable timelines should be agreed with the Miyetti Allah Cattle Breeders Association for progress towards this objective and penalties for failure to progress towards these timelines must be clearly spelt out.

Next, the Federal Ministries of Finance and Defence must collaborate through their agencies to monitor and ensure proper taxation of the informal cattle rearing economy and also to ensure that the government can trace the whereabouts of individual Fulani clans. This can be done easily by identifying the cattle rearers entry point into Nigeria and stationing mobile border posts there with armed officials of the Nigerian Customs Service Department of Animal Control.

Upon entry into Nigeria, every cattle must be shot with a homing device which will enable Customs officials and the ministry of defence track each cattle as they enter Nigeria and to pin point their location anywhere within our borders. These devices are cheap and practical.

There is a huge informal economy that is not taxed by the various governments in Nigeria. Tagging these cattle as they enter Nigerian soil will not just have positive security implications, it will also affect the economy positively as the federal government will have accurate numbers of the total cattle on the hoof that enters Nigeria and how much to charge as duty on each cattle.

By tagging the cattle, Nigeria will not only increase her revenue base in a world of falling oil prices, but we will have the additional benefit of knowing in real time where each herd of cattle are within our borders and how to proactively deploy our police and military for internal security issues to prevent Fulani/Indigene clashes. Nigeria has too many intellectuals who know how to analyse problems and give angles to them. But we do not have enough minds working on solutions. We will make more progress if our public intellectualism is geared towards solving than the analysis of challenges. Nations make more progress when their leaders are more concerned with accepting responsibility than with apportioning blame.

This is the mindset to solving the Fulani/indigene and all other similar and related incidences of insecurity. We should be looking for solutions and those in authority should reward such intellectual efforts by adopting them. It should be clear to the discerning that terrorism, Fulani/indigene clashes, ethnic and religious strife and corruption are not really the problem of Nigeria. They are merely the symptoms of our problems. The main problem Nigeria has is that we have moved from a nation of about 50 million people in 1960 when we got independence from Britain, to a nation of close to 200 million people today.

While our population has quadrupled, opportunities have not quadrupled and in some cases they have reduced rather than increased. So the problem is that we have more people competing for fewer resources and when you have this scenario, civil strife is inevitable.

Factor in the dwindling revenue from oil, which is what fuelled our unprecedented population growth, and the situation is even more dire. The job of a leader in this type of situation is not to point a finger and say you are to blame and you are not to blame. No!

The job of a leader is to surround himself with people who know the root cause of problems and can come up with creative solutions to them because as Albert Einstein said: “No problem can be solved from the same level of consciousness that created it”. If we have a roadmap for the future where cattle can be ranched in Nigeria by the Fulani and any other group that want to go into this form of business, Nigeria can become an exporter of beef thus turning a problem (Fulani/Indigene clash) into an opportunity. Some might read this and think this is far fetched, but they would be wrong.

About 10 years ago, a certain Fulani man named Abubakar Bukola Saraki introduced modern cattle ranching to Shonga in Kwara State when he, as Governor of Kwara State, invited the White Zimbabwean farmers that had lost their lands in Robert Mugabe’s land redistribution programme to Nigeria. Saraki’s government assisted the White Zimbabweans with financing, land and other necessary resources needed to resettle them in Nigeria. These farmers have successfully and profitably ranched cattle at Shonga and are contributing significantly to the economy of Kwara State and Nigeria without clashing with local farmers and other indigenes.

As a matter of fact, rather than clashes with the indigenes, they are employing the local farmers and indigenes and Shonga has become an epitome of peaceful coexistence in Nigeria. If one Fulani man in the person of Saraki can do this, then other Fulani can do it as well. There is money in cattle ranching. Make no mistake about it.

Take Argentina for example, 3 per cent of all exports out of Argentina is beef which provides an annual revenue of $5 billion to the Argentine government. Argentina provides 7.4 per cent of the world’s beef exports and this is a market that has not been exhausted. There is room for growth in the global market for beef exports and Nigeria can key in to this by harnessing the resources of the Fulani through modern cattle ranches that will provide the domestic market with inexpensive beef and improve Nigeria’s balance of trade position by exporting beef and cattle to other nations

Law firm refutes newspaper report on PHCN liquidation


 One of the Law firm that bidded for the award of Contract to offer Legal Advisory services to the Bureau of Public Enterprise (BPA) on the winding up of PHCN Plc, J-K Gadzama & Partners LLP, has refuted publication on a Newspaper which alleged that the contract did not follow due process.

   In a statement signed by Chief Joe-Kyari Gadzama, he stated that sometime in June 2012, J-K Gadzama& Partners LLP, along with other Law Firms, bidded for the award of the contract to offer Legal Advisory Services to the BPE on the winding up of PHCN Plc. “Shortly after the transparent bidding process, J-K Gadzama & Partners LLP was shortlisted as the preferred bidder.

“And contrary to the said publications, the Federal Government of Nigeria, through the National Council on Privatisation (NCP), exercising its statutory powers at its 3rd meeting of 2013 held on May 9, 2013, approved the appointment of our Firm as consultants, for the provision of Legal Advisory Services for the winding up of PHCN Plc, in conformity with due process of the law”, the firm stated.

  The statement also stated that the Attorney General of the Federation, whom the newspaper mentioned in their stories as kicking against the contract, was a member of the Council and was present at the meeting where the Contract was awarded, adding that Bureau of Public Procurement (BPP) issued certificate of ‘No Objection’ dated February 26, 2013 to the BPE for the award of the Contract.

Dr Emmanuel Ekuwen....... 'We should develop our software sector to drive our nations economy'.

  Dr Emmanuel Ekuwem is the Chief Executive Officer of Teledom Group. Ekuwem, a former President of the Nigeria Internet Group (NIG) and former National President of the Association of Telecommunications Companies of Nigeria (ATCON), in this interview with BODE ADEWUMI, speaks on industry issues How would you rate the growth recorded in the ICT sector of Nigeria’s economy today?
 The Nigerian ICT industry remains the fastest growing ICT market in Africa today and until recently, was also the fastest growing ICT market in the world. It is liberalized, private sector led and driven. It has attracted a lot of Foreign Direct Investments (FDI) into Nigeria. However, I must not forget to add that a good chunk of the much-talked about FDI did not remain in Nigeria because of very poor manufacturing and Nigerian content development infrastructure in the Nigerian economy.
 This capital flight, which weakens the Naira and depletes our foreign reserve, is a direct consequence of our import-oriented national economy.
 However, let me concentrate on the good news. We witnessed in the telecoms revolution the quantum numerical leap from a paltry four hundred and fifty thousand telephone lines, both landline and mobile, to more than a hundred and twenty million active subscriber lines as I speak to you now. That leap is really quantum! It is phenomenal! It marked a paradigm shift from the era of a monopoly national carrier called NITEL.
 What do you think are the hindrances to a more vibrant ICT sector and how can we overcome these?
The greatest hindrance to the growth of the sector is the insufficient and epileptic availability of public electric power supply in Nigeria. ICT, by its very nature is electric! Without electricity, there is no ICT. As I often say, electric power supply is to the national economy what food is to the human body. ICT is to the national economy what the central nervous system is to the human body. So, our national economy in general and ICT in particular are strong and vibrant to the extent of copious availability of electric power. 
 The second is the tendency toward policy inconsistencies or flip-flops or outright somersaults by governments. No nation can develop on a saw-tooth economic development waveform. That is, every administration formulates its own ICT policy that may drastically modify or reverse outright the direction or thrust of the preceding administration.
 It can also happen that different Ministers of Communications Technology, who have served the same administration at different times, may have seen ICT matters completely differently. So, we keep starting from scratch all the time. These tendencies very seriously hinder the steady growth of the sector. The third is the availability of critical expertise to drive growth and developments within the industry. This must include formal training in primary and secondary schools as well as in universities and polytechnics and colleges of education
 How would you say your organization has contributed to the development of the ICT sector of the Nigerian economy?
Teledom is a conglomerate of broadband infrastructure companies. Our core competencies are in the design and implementation of networks. These range from simple Local Area Networks of few computers to very  complex campus or building or complex-wide, town or city-wide or national networks. We inter-network branches of big companies. We network with cables (copper), wireless like radio and laser, optic fibre and VSAT. We pride ourselves, for good reasons, for being able to connect anywhere to anywhere on the surface of the earth.
 What role do you think ICT can play in curbing the rising wave of insecurity in the country and will you say government has recognized ICT as one of the tools to be effectively leveraged to curb crimes?
 I am not the kind of person that tackles symptoms and forgets about the causes of a disease. What is the primary cause of insecurity? One of the primary causes is joblessness. Don’t forget the ancient adage that an idle mind is the devil’s workshop! Don’t also forget that a hungry man, they say, is an angry man! So, what do we have today in Nigeria? We have a pool of hungry and therefore angry men who are idle and who therefore are working hard, so to say, in the devil’s workshop.  There is a direct link between joblessness/idleness and hunger/anger as well as between idleness/joblessness and violence. Can the unemployed feed himself?
No! So, the question is: can ICT address and fix the problems of unemployment and food insecurity? There are very many Bill Gates and Steve Jobs among Nigerian youths. They roam the streets without good counseling, guidance and mentoring. They feel cheated, uninspired and exploited. So, since they have nothing to give back to the society they hit back at the society. To create jobs in the ICT industry, you have to encourage and stimulate the development of Nigerian content in the industry.
 As I said earlier, let us encourage local development of software to automate processes within the Nigerian economy. Use ICT to increase the innovative and creative capacities of Nigerian enterprises. Use ICT to expand their scopes and increase the number of items on their product menu. Manufacture and assemble hardware products. Integrate technologies and systems to deliver solutions that address specific needs of the national economy. Ensure we patronize these made-in-Nigeria ICT goods.
 On monitoring crime, I am not convinced that governments are sufficiently leveraging ICT. There are some few steps in the right direction around airports. We see solar-powered wireless CCTV/IP camera-based surveillance systems. We hope that the number of sunshine hours required to keep the batteries of the photo-voltaic systems in the solar power sources that energize the CCTV/IP camera systems will be sufficient at the peak of the rainy season when cloud coverage is persistently high.
 As an ICT conglomerate, in what ways can telecom be of help towards helping government in addressing some of the challenges we have in the country, especially in the areas surveillance and security?
 Telecom is a very responsible corporate citizen. We are doing our best to inform and enlighten a good number of security and law enforcement agencies on the power of ICT in automating national security operations and law enforcement activities. In fact, we organized at our cost a security summit on The Use of ICT to Boost National Security Operations. The event was scheduled to start at 10: am but by 9: am, the hall was full. We had a keynote speaker from the United States.
It was attended by the Army, Air Force, Navy, Police, Customs, Immigration, SSS, FRSC, NSCDC, NDLEA, PRISONS, etc.
 I am sure the attendees had written and submitted their reports to their bosses in their respective institutions. The ball is in their court to automate security monitoring and surveillance in their respective organizations'.
 What do you think could be done to make services more robust and thereby bring down tariffs?
What and what determine the price of whatever you sell? Cost of production, simple. So, ensure availability of electric power supply to power base stations, data centers, network devices, etc and you will see prices drop. The extra cost of production is transferred to the consumer. Our business in ICT is not electric power generation or transmission or distribution. Our business is provisioning of ICT services of the highest possible quality.
 Second, stop multiple taxations. Imagine federal, state and local government taxes are all heaped on the ICT service provider. Even vigilante groups in remote or rural areas are putting toll tapes/ropes across roads in their communities to tax ICT companies.  
 Third, provide security nation-wide; let no militants and terrorists vandalize ICT infrastructure.
